Applications
For municipalities and government
Many public services are allocated not by price but through applications, priorities and waiting lists. Well-designed procedures ensure that available places are fully used, preferences are met as far as possible and decisions remain transparent.

How we work together
- Initial conversation. Which places are allocated, under which rules, and where the problems lie.
- Analysis. Evaluation of past allocation data and simulation of alternative rules.
- Rule design. Priorities, quotas and special cases such as siblings, agreed with providers and within the legal framework.
- Implementation and evaluation. Introduction, usually as a pilot first, with accompanying evaluation.
Research and evaluation take place at Pforzheim University and ZEW. Software for day-to-day operation is provided by MatchingTools GmbH.
